When designing military facilities located in Seismic Zone 4—particularly those on islands—there are a multitude of architectural and safety considerations to take into account. ECH was contracted by the US Coast Guard to complete a planning and design report for a new building to consolidate Sector Honolulu operations into a single Secure Sector Command. The facility needed to house a command center, plus multiple departments, and varying degrees of security throughout. It was crucial the facility remained operational in the event of a natural catastrophe. In just 10 weeks, ECH’s report presented conceptual design and costs for the 34,365 square-foot building, with key infrastructure located above the potential tsunami inundation zone. ECH also relocated critical communications infrastructure on site, and added a new 90′ communication tower to assure uninterrupted 24/7 operations.
